Another towing curiosity

This is today's addition to the curious-tows-seen-off-OP genre. Not sure what it is, but it was headed east around Cuckolds when I took this photo. Catamaran hulls?

    Really weird up there! Headed East? Isn't that the tug on the right, meaning they'd be headed West? I'll bet the Coast Guard knows what is going on?
